Kirby leads Renaisi’s work on neighbourhood renewal and regeneration, and has held senior positions in both delivery and policy settings. He is committed to the development of neighbourhood policy and practice, and maximising use of evidence in policy-making across all sectors.
Kirby leads Renaisi’s work on the Big Local programme, which is a ground-breaking £200 million initiative run by Local Trust. In particular, he has overseen the recruitment and management of a national team of community and area development advisers.
Prior to that his main role at Renaisi was as Chief Executive of the EC1 New Deal for Communities (NDC) initiative in South Islington. He took full accountability for the award-winning EC1 NDC Programme, responsible for strategic planning and the Board decision-making, liaison with key stakeholders, and the deployment of internal resources.
Kirby also manages a number of research and analytical projects, having over 10 years experience as a research manager in Central Government. Kirby led a number of research teams in Communities and Local Government and the Department for Work and Pensions, providing research-based advice to officials and Ministers. Whilst at CLG, he managed the evaluation of the NDC programme and was responsible for improving the evidence base for neighbourhood renewal strategy.
