Neil is an experienced consultant with core skills in the design and implementation of housing regeneration strategies and programmes; most recently leading on the delivery of the Ladderswood Estate regeneration.
Neil has experience of the OJEU procurement process, in particular the competitive dialogue procedure, leading on negotiations on behalf of local authorities and preparing the policies and procedures required to facilitate such estate renewal programmes.
Neil is committed to delivering clear outcomes and results, helping to ensure that the communities and organisations he works for are left with the long lasting benefits of sustainable regeneration. Neil has learnt to work strategically across sectors and agencies, in order to develop and deliver joined-up solutions to local problems. Some of his recent assignments include:
Ladderswood Estate Regeneration: Neil was also project manager of the £80m regeneration of the Ladderswood estate; a comprehensive redevelopment ultimately delivering 500 new homes, a new community centre and over 4,000sqm of commercial space. Successfully navigated the procurement of a development partner using the competitive dialogue procedure and provided innovative solutions to improving viability. Taking the project through from an indicative scheme to a detailed planning application with a start on site scheduled for May 2012.
Estates Investment Management Strategy: Neil managed a team of consultants to develop a tool to evaluate the condition of the council’s housing stock; this then led to the development of an estate renewal strategy for the council and provided the justification to prioritise estates across the borough for partial refurbishments and comprehensive redevelopments.
