
Renaisi undertook a study to establish the evidence base to inform the council’s decision whether a Cumulative Impact Zone (CIZ) should be implemented in Ilford and Seven Kings. Cumulative Impact Zones can be established where there is evidence that the concentration of licensed premises in an area are leading to problems around crime and disorder. The study undertaken included a desktop review of indicators around alcohol related crime in the area, night time observations in Ilford and Seven Kings to assess levels of ASB and disorder, structured interviews with night time operators, focus groups with local residents and street surveys. The report assessed the evidence of need for a CIZ and the area to be covered. It also included policy recommendations to deal with a range of issues identified by residents, officers and businesses in the course of the research.
