Assigning funds for good, detailed preliminary design in the early stages helps secure greater investments in the longer term. It gives external organisations the confidence to commit their own resources, time and funding to the scheme. Because the design work has already been completed and the plans are in place, it means they are comparatively easy to implement.
A number of frameworks across EC1 were put together for different sites agreed within the Public Space Strategy for improvement. Each plan was then broken down into costed packages that could be implemented as and when the funds were available. As an example, the NDC committed funds to the development of the Northampton Square Framework and subsequently approved the funds for the design works of the streets. This then enabled the Council to develop further applications for funding from other organisations to implement the works, successfully securing further funds from TFL and Section 106 to implement additional elements of the framework.
